Cultural considerations

States have found they must move quickly to implement a VAF, as the need is immense and the timeline perishable. This is understandably not a process that most states are used to following. It is helpful if there is a single champion, or, at most, several champions, who can drive this innovation quickly through the various state agencies, which typically consists of the Department of Health, Legal department, IT or Technology department, and the Governor.

This driving person(s) must be someone who knows what permissions need to be obtained, and can work quickly to receive them, to move all facets of the project forward.
