For any target audience, effective message development should align with the community’s values and preferences and come from trusted sources. Because COVID-19 communication needs to change over time, vaccination communication strategies must also adapt to the changing needs of residents, and evolving vaccine information, and guard against information fatigue.
Therefore, we created two personas based on current and past projects with our government partners that reflect the principles in the Health Equity Framework with strategic messaging.

Identify a COVID-19 Vaccine Persona

Do you know someone who is unsure about taking the COVID-19 vaccine? If so, knowing their barriers and beliefs can help you understand how to start a conversation with them.

Mark: Protector of the community

Meet Mark, an elderly citizen who is retired and a caregiver to his wife. His main frustration is the cognitive overload of vaccine information, which he reads online and sees on the news. The best messaging outreach for Mark is to position getting the COVID-19 vaccine as part of his own personal leadership role as a protector of the community.

Isabella: Social advocate

Meet Isabella, a single mom to three children (5, 11 years old) and a housekeeper at a large health system. Although she is able to speak English on a basic literacy level, Isabella isn’t confident about getting the COVID vaccine due to its side effects. She relies on her 11-year old daughter to translate scientific terms. The best messaging outreach for Isabella is one that frames the motivation for getting vaccinated from decreasing personal risk to help others, thus preventing message reactance such as “Protect your family, if not yourself”.
